摘要:

我国《市场准入负面清单（2018年版）》的全面实施，意味着境内外的市场活动参与者在我国境内将享有

同等的市场地位。这一变化将会对我国市场经济发展带来诸多影响，对政府职能和法律体系提出挑战。政

府需要转变管理模式，加强事中事后监管；国家要加快相关法律体系的建设和完善，规范政府权力行使，

提高法律在经济发展中的保障作用。

Abstract:

The full implementation of China’s Negative List of Market Access(2018 Edition) means that

participants in market activities at home and abroad will be at the same market position in

China. This change will have significant impacts on the development of China’s market economy

and pose challenges to government functions and legal systems. The government needs to

convert the management model and strengthen post-event supervision. The country should speed

up construction and improvement of relevant legal systems, regulate the exercise of official

power, and ensure the role of law in economic development.
